托福写作之政府篇

政府话题是托福近三年来较为常见的话题，很多学员都觉得这类话题比较宽泛，无法入手，下面就拿一道题目进行讲解，然后总结这类话题的规律。

Do you agree or disagree with the following statement:
       It's important for the government to provide money for things that are beautiful and not just for things that are practical.

首先分析两个抽象词：beautiful thing 和practical thing；看似无从下笔，但这种题目就是纸老虎，我们只需要思考我们生活中的几个方面就好，美丽的事物有：高尚的品格、美丽的自然风光，美丽的文化；实际的事物有：物质生活、教育、医疗、交通等。

因此brainstorming的结果为：

YS（观点）政府应该资助更为实际的事物
       R1（理由1）可以提高医疗质量和完善其体系
       R2（理由2）可以资助教育事业（为未来做准备）
       R3（理由3）美丽的事物不仅仅需要政府更需要社会每一个人来做

总得来说，对于政府类题目，我们要将政府所关注的方方面面转化为人们关注的，这样就可以大大节约我们的思考时间。

根据常考政府话题总结以下几个方面：

完善教育体系（implement education system）
       增设医疗设备（add medical equipments）
       解决交通问题（solve traffic problems）
       提高就业比率（raise employment rate）
       保护文化遗产（reserve cultural heritage）
       降低犯罪比率（lower criminal rate）
       专注科学研究（concentrate scientific research）
       改善环境（promote environment）

考生可以通过这八大方面来展开论述，这几个方面的好处就是可以举很多例子，更多的个人的，考生可以经常看新闻收听广播（例如CNN、NPR等）来获取相关资料。

下面是几个写作素材，以便考生以后使用：

题目1：it's important for the government to build new housing than preserving old and historical building.（6/07/2011）
       Ancient buildings, weathered by wind and storm, have survived for many decades. Around the globe, these architectures are highly regarded as the symbol of the past beauty and achievement though not as modern and multifunctional as the newly ones. If not properly preserved well, all of these "heritage " will wither away, perpetually perishing in human history. When our descendants raise questions to us: what was like in the past, we are left no choice but to open books or search on the Internet to show pictures to them, which,I believe, is far less efficient than the vividness that those old buildings can provide. For example, in Tianjin, the grand five streets remain in downtown areas for almost one hundred years. Though once concerned about making space for skyscrapers, local government determined to preserve and even renovate these western style buildings. This measure attracts an increasing number of tourists and reminds their people of that period of history.（文化遗产类）

对于这个题目，我们可以更多的考虑保护古老建筑的好处，下文主要前半部分强调这类建筑的重要性，后半部分举例论证这些古老建筑所带来我好处。

要掌握的短语：

wither away 磨损、凋零
       survive + 一段时间
       the symbol of= be symbolized as ...标志
       perish as time passed 随着时间流逝而灭忙
       be left no choice but to do不得不做
       renovate buildings 翻新建筑

题目2：people can solve important problems by themselves or with the help from their family members, so there;s no need for the government to help them.（1/08/2012）
       Family and individuals, though to some extent, can solve various tiny or daily issues all by themselves. However, there still remain some aspects we average person or family cannot cope with. Education seems to be the responsibility of students and their families. But as the tuition fee soaring up increasingly in recent years especially among private schools, average family cannot afford it and guarantee their children to continue with their academic study in colleges. Taxation paid by their citizens, government should and can sponsor some of these poor families by evaluating their financial situation. Besides, their policy of scholarship for students will encourage this young generation to commit themselves to pursuing knowledge. （学费问题）

本文先开始解释个人和家庭无法解决的学费问题，然后以纳税人的权益为由建议政府资助，最后给出这么做的好处。
