Should governments spend more money on improving roads and highways, or should governments spend more money on improving public transportation (buses, trains, subways)?

In China air pollution has been deteriorating badly, making it difficult to see a clear sky with the haze harming people's respiration system. Most poisonous gases and pollutant substances come from the emission of private cars. People prefer to drive their own cars partially because public transport, with dirt, garbage and strange smells, is not very clean and tidy, which greatly reduces citizen's willingness to take a bus. If our government put its effort to keep our buses cleaner, there will be more people to use public transportation; therefore, the number of private cars will be reduced, leading to less air pollution in our cities.

Also, traffic is pretty bad in most big and medium-sized cities. If there are more subways, the pressure of traffic on the ground will definitely be relieved and subway can be much faster than cars during traffic hours. For instance, local governments like Beijing and Tianjin have invested great amount of money on developing transports, and the traffic problems have been eased with sufficient subways, which should be learned by other cities. In addition, subway is much safer than cars since the latter may have accidents occasionally.
