政府类题目常考话题与解题思路剖析

大多数同学对于考题中教育、社会类型的题目思路开展很清晰，但是对于不太常见的政府类型考题就不知道怎么展开，所以今天我们来分析一下雅思大作文中政府类型的常考话题，并补充给大家一些相关的词句表达。

从近五年题目的数据上来看，每年与政府相关题目会出大概5题左右，大部分政府类型考题集中在两个方面：政府投资、政府职能。下面就从这两个方向分析一下考点和思路：

一、政府投资

此类题目会问到政府的资金应该投资在哪些领域，包括以下几道：

2018.5.12 投资艺术：Some people think that arts (such as painting and music) do not directly improve people's life, so the government should spend money on other areas. To what extent do you agree or disagree?

2018.11.1 投资交通：Public transport should be funded by the government so that it can be free for the people who use it. To what extent do you agree or disagree with this statement.

2019.8.24 投资医药：Research can find new medicine and treatment, which are essential to health and disease. Who do you think should fund this research: the private companies, individuals or governments?

2019.10.26 清理污染：Some people think that companies and private individuals, not the government, should pay to clean up the environment in proportion to the amount of pollution they have produced. To what extent do you agree or disagree?

投资方面的争议集中在关键行业（医药、交通、环保）和非关键行业（艺术）(non-essential sectors), 前者为公众带来方便，有直接和明显的好处(immediate and tangible benefits)，比如医疗和教育会给民众非常大的好处；后者带来的好处是精神上的(spiritual needs)，包括娱乐，艺术等，可以带给人们精神上的快乐(emotional well-being)。

涉及到政府投资类型的题目，可以从以下两个方向构思：

1、能否为当地带来经济收益

2、能否满足大众的某一需求，迎合大众(cater for the general public)，特别是纳税人(tax payer)的利益。

政府应该投资的展开方向：艺术能满足民众精神需求；艺术能提升城市形象，带动旅游业经济发展；

政府不应该投资的展开方向：个别地区生活需求还未满足，涉及不到精神需求；投资艺术耗费巨大，无法带来经济收益。

政府应该投资的开展方向：公共交通能方便人们出行；免费出行可以提升民众幸福感；增强政府公信力；公共交通保护环境

政府不应该投资的开展方向：免费公共交通会给政府增加财政压力；人们都选择公共交通出行会过于拥挤。

二、政府职能的考点包括：

2018.4.14负责环境Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?

2018.7.7改善交通People have different views on how to reduce traffic congestion. Some think that governments should build more train and subway lines, while others think that building more and wider roads will reduce traffic congestion. Discuss both views and give your opinion. 

2019.6.1改善环境Individuals can do nothing to improve the environment. Only governments and large companies can make a difference. To what extent do you agree or disagree with this opinion?

关于政府职能的题目可以从以下几个角度构思：

应该政府来做：政府的职责、提升公信力、政府更有能力来做；应该其他群体（个人或公司）来做：措施简单、政府还有其他更重要的事情需要负责。

比如2018.4.14的题目：Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?

政府应该负责开展方向：这是政府的责任、可以增强公信力；

政府不应该负责开展方向：应该个人负责：个人来做更加方便和简单、政府需要关注更加其他迫切的问题（基础生存保障医疗等）

2019.6.1的题目：Individuals can do nothing to improve the environment. Only governments and large companies can make a difference. To what extent do you agree or disagree with this opinion?

政府负责的开展方向：政府本身的责任是确保有适宜居住的环境；提升公信力；政府更有能力来做（号召力等）

个人或公司负责的开展方向：个人来做更加方便有效；政府需要关注更加迫切的问题
