【雅思范文】政府投资类话题模版

题目：Some people say the government should put money in the Arts, such as music, opera and paintings. Other people think money should be spent on construction of public facilities instead. what is your opinion.

due to the limited governmental budget, the reasonable distribution of fund and resources has always been the focus of the authorities. Many people believe the investment in art is more rewarding compared with that in the construction of public services and facilities, with which I disagree.

one problem associated with funding art is that seldom do people have time and ability to appreciate artistic works and visit art galleries. In many cases, modern people are still struggling in balancing life and work.  Enjoying time with friends off work might be a luxury, let alone allocating time to care whether some new art facilities, such as art exhibition will be held. Even if they have time, problem still exists whether they really obtain fun from these artistic works or are baffled by the obscurity  of them.

constructing public services and facilities apparently deserve more financial sponsorship. It is fair to say that the charisma of urbanized area lies in its readily available infrastructure. People, living in such area, are enabled to shed off some living pressure and lead a more convenient and comfortable life. Compared with art, the implications are not restricted to certain group of people. the fact that people enjoy the benefits granted might also increase people’s confidence and trust in government.

although the positive impact brought by investing art is limited, we cannot deny that reducing the fund in this area may lead to some undesirable consequences.one problem facing the people in this field is that less opportunities are offered for them to create and stand out. thus, the motivation to be devoted to artistic creation is likely to be discouraged due to the lack of fund and public focus.

In conclusion, the fund in establishing public services and facilities cannot be ignored. differing from art, this area is more worthwhile investing.
